The unintended consequences of the HCBS Settings Rule can often leave the beneficiaries of the rule in a much worse situation than they had been before. When states misinterpret the Settings Rule and restrict options and choices in where and how individuals with intellectual and developmental disabilities can live and receive services, they end up hurting the very same people they are supposed to serve.
This video shares a compelling story of Jody Weaver who has two sons with severe autism in Pennsylvania, which has one of the most restrictive interpretations of the Settings Rule and does not fund farm and/or other disability specific community for individuals with intellectual and developmental disabilities.
